May 18, 1943. In a report classified as
secret, the CGQJ office responsible for monitoring the UGIF, denounces the UGIF
for clandestine activities. The report focuses on the illegal placements with
families of Jewish children supposed to be kept in UGIF children's centers,
where they remain vulnerable to re-arrest and deportation. It charges that the
UGIF has created and operates a secret placement organization.
In a
memorandum entitled "Information on Certain Conduct Attributed to the UGIF,"
drawn up by the CGQJ at the end of April, the UGIF is further charged with
creating "black funds" to be used for Jewish self-defense. The CGQJ memo
declares:
Everything goes on as if the UGIF in the
two zones, and notably in the Occupied Zone, uses its status as a public
assistance organization to cover an array of secret Jewish self-defense
organizations using its resources and legal status.
It is asserted that
a first "black fund" has been set up within UGIF in various forms and notably
by secret and fraudulent diversion of funds, even the sums put at its
disposition by the CGQJ. False signatures inserted by a member of the central
administration ... permit UGIF to constantly divert available funds....
It is said that the beneficiaries of the payments are not to be found
among the most indigent cases but are those whose dossiers, indicated by a
secret code, reveal especially pressing needs. Thus, the apparently inoffensive
wording of a mention in the files of "difficult situation" signifies in reality
"sought for internment," and the mention "nutrition needs" is the equivalent of
"false food ration card needed."
If all of these allegations are found
to be true, the maneuvers they expose are on a large scale... .
A
second Jewish defense fund, whose methods of use are even more suspect,
maintained in secret with the complicity of the UGIF and endowed from outside,
doubtless through straw men, but whose origin remains carefully hidden, was set
up through various charities now officially closed. It is by means of these
funds of unknown origin that, for example, the Mother and Child Dispensary,
under the purely philanthropic cover of its name, has been able to set up and
function effectively as an office producing false papers for Jews desirous of
fleeing the Occupied Zone and as a "black fund" to provide them with the travel
money needed... . It has even been asserted that instructions have been issued
verbally to social workers by the directors of the social service and
that many social workers have hesitated to carry them out to maintain as
close contact as possible between those seeking help and the escape
organization... .
The dispensary concerned is not, moreover, the only
charity with [Jewish] self defense aims functioning behind the screen of the
UGIF. It is only the most reprehensible. Another, the old OSE, pursues its
activities limited to Jewish children and youths, by preference foreigners, ...
shielding them from eventual searches by placing them in homes of people they
are sure of, the costs of lodging being covered by resources as uncertain in
origin as those of the dispensary, but in any case separate from the sums that
the UGIF devotes in its budget to children and youth.
It has been
suggested that an inquiry on the condition that it is unexpected and led
by shrewd police agents carried out in the offices of Mme. Stern and the
Jew Kaminski (Medical-Social Service) would perhaps
