Summary of the Production Plan for powder, explosives, and chemical warfare
agents, including preliminary products  
 
The graphs² show the present status in all fields. The figures given refer to the capacities of the plants which will be ready for production on the dates shown in the graphs. Present difficulties of delivery considered, the completion deadlines can be met. It will be possible to accelerate the execution of the production plan only if (as in the categories mineral oil and rubber) a strictly uniform construction procedure is applied and the orders for these plants are accorded priority (compare the special memorandum).

The present plan does not include capacity schedules for the Ostmark. It can be expected that in this area 1,500 tons per month of nitrocellulose and/or diglycol powder, as well as 1,000 tons per month of explosives (hexogen) will have to be produced.

Details of the plan may be gathered from the surveys. The measures to be carried out in the various fields may be summed up as follows:
