Present:  Dr. Kroll, Regierungspraesident Dr. Mueller, Regional Planning Office Silesia Diplomingenieur Zech, Regional Planning Office Silesia Oberingenieur Santo, I.G. Ludwigshafen Oberingenieur Faust, Dyhernfurth 
 
The Regierungspraesident was very anxious to have this discussion in order to become acquainted with the situation as regards the building project of the buna plant IV. I informed him that IG was still carrying out investigations in regard to the selection of the site, since the necessity for lowest costs made this essential. There would be considerable disadvantages with regard to the supply of raw materials if Rattwitz were chosen as the site in preference to a place like Auschwitz, where coal and lime are much nearer. In answer to this, the Regierungspraesident stated that in all probability the same tax reductions as were granted to the Eastern Territories would also be granted to the Gau Lower Silesia. He imagined that this fact might also considerably improve the chances for Rattwitz. Because of concentration of industry and labor, the Upper-Silesian district would not be as suitable for setting up a new industry as, for instance, Rattwitz. Furthermore, he imagined that the freight for coal and lime might be considerably reduced through the intervention of the Gauleiter and the government with the Reich Railroad [Reichsbahn] authorities, which would mean that there would no longer be any misgivings concerning the freight for the raw materials.
