Gentlemen:
Pursuant to your letter of 7 January 1944, we
should like to call your attention to our observations of an earlier date and
particularly to the arguments which we presented to you at our meeting of 30
July 1943.
Above all we wish as soon as circumstances permit us
to do so to regain possession of a means of manufacture which is
indispensable to us, and, as we told you already at our first meeting on 14
August 1941 with the chief engineer Eisfeld, we are ready to accept the return
of the confiscated machine, while charging simply the cost of ultimate
reconditioning.
In the absence of such restitution, the figure which,
in our opinion, must be taken as the basis for fixing the value of the machine
is not that of its purchase value but of its utility value, locally, at the
date of the confiscation.
The new proposition which you have submitted
to us and in connection with which we contacted the French Financial
Administration as you suggested even though it is higher than the
preceding ones, is not satisfactory to us on that point. It should, therefore,
