III. Summary of the proposals
I. Basic ideas
Assuming that additional means of payment in the form of
foreign exchange can be made ready, it was necessary to investigate what
measures are to be taken in order to ensure mobilization supplies through
additional imports and stockpiling of vital raw materials from abroad.
