Resolution on German War Crimes by Representatives of Nine Occupied Countries, January 12, 1942

"Spokesmen for the occupied countries of Europe-governments in exile and the Free French Committee-proclaimed German war crimes from the moment of their defeat and pleaded with world opinion to render justice for their suffering.  Meeting at St.James's Palace in London in January 1942, the Czechs, Poles, Norwegians, Belgians, Dutch, Luxembourgers, French, Greeks, and Yugoslavs issued a joint declaration that denounced an occupation "regime of terror characterized amongst other things by imprisonments, mass expulsions, the execution of hostages and massacres."  Declaring these atrocities to be in violation of "the laws and customs of land warfare," particularly the Hague Convention of 1907, the signatories-referring to themselves as the Inter-Allied Conference on war crimes-committed themselves to "the punishment, through the channel of organized justice, of those guilty or responsible for these crimes, whether they have ordered them, perpetrated them, or participated in them."
